Welcome Personnel Commissioners, Directors and Staff Members,
California is in the midst of a significant budget crisis that will likely endure for the next few years, if not longer. As a result of the
budget challenges facing the State, school district budgets are likewise diminishing. In our current time of economic uncertainty, it is
anticipated that Merit Systems and Personnel Commission budgets will be highly scrutinized, money will be requested to be returned to the
District, and, in some cases, the elimination of the Personnel Commission may be recommended. When district fiscal resources are depleted,
all such events have demonstrated to be in alignment with historical trends. To properly address the emerging situation and associated potential
crises, the need for strong leadership will be required so that we may support our merit systems through collective efforts, ensuring that
efficient hiring and the retention of highly qualified employees remains in the forefront as a solution to limited funding. I look forward to
this challenge as we work to revitalize PCASC through continuous improvement and innovation, thereby setting ourselves up as the standard of
excellence to which others seek to attain.
